CDA Launches Landmark Solid Waste Management Plan for Rural Islamabad Zones IV & V

Chairman Sohail Ashraf: “No Area of Islamabad Will Be Left Behind”_

ISLAMABAD — August 27, 2026*: The Capital Development Authority (CDA), under the leadership of Chairman Sohail Ashraf, has launched a landmark initiative to address long-standing sanitation challenges in Islamabad’s rural areas by introducing an Integrated Operations & Resource Planning System for solid waste collection and disposal in Zones IV and V.

For years, rural areas of Islamabad lacked a systematic, technology-driven mechanism for solid waste collection and disposal. Unlike the developed sectors of the Federal Capital, residents of Zones IV and V had no organized service for regular waste management.

Recognizing this gap, Chairman CDA Sohail Ashraf has prioritized cleanliness and environmental sustainability in rural Islamabad. The CDA Board has approved a comprehensive plan to cover 65 Union Councils across Zones IV and V. The initiative has been developed in collaboration with a reputed Turkish waste management company to bring international expertise, modern machinery, and technology-based monitoring to the capital’s waste management system.

#### *A Historic Shift Towards Rural Islamabad*
Zones IV and V comprise a significant portion of Islamabad’s eastern, southern, and peri-urban areas. These localities have historically faced challenges including inadequate sanitation infrastructure, scattered settlements, long collection routes, and absence of a uniform waste management system.

Under the new model, services will no longer rely on ad-hoc arrangements. Manpower, machinery, vehicles, and routes will be planned based on population, waste generation, geography, and operational needs of each area.

#### *Key Features of the Plan*
The Integrated Operations & Resource Plan for Zones IV and V includes:

– *Management of ∼342 tons of solid waste per day*

– *1,610 personnel and 103 machinery units*

– *A network of containers and collection equipment tailored for rural areas*

– *Use of mini tippers, handcarts, and specialized vehicles for narrow and dispersed routes*

#### *65 Union Councils to be Integrated*
Each Union Council will have designated teams, vehicles, and supervision. Routes will be planned locally and monitored through a Central Command & Control Centre with GPS tracking, digital reporting, and daily performance data to ensure accountability and timely action.

#### *Door-to-Door Collection & Scientific Disposal*
The new system establishes a complete waste management chain: 
*Door-to-Door Collection → Route-Optimized Transportation → Transfer Station/Compaction → Bulk Transportation → Environmentally Compliant Disposal*

This will eliminate scattered dumping, reduce transport costs, improve efficiency, and strengthen environmental protection.

#### *Technology-Driven and Performance-Based*
The initiative introduces:

– *Central Command & Control Centre* for real-time monitoring

– *GPS and Vehicle Tracking Systems (VTMS)* for route verification 

– *Digital attendance and field deployment tools* for workforce accountability

– *Measurable KPIs* linked to waste collection, sweeping, and transfer operations, with penalties for non-compliance

#### *Focus on Bani Gala, Ghuri Town & Other Localities*
Implementation will begin in phases, starting with Bani Gala, Ghuri Town, and surrounding areas in Zones IV and V. The phased rollout will ensure systematic integration of each Union Council into the city-wide network.

#### *International Expertise, Local Delivery*
The partnership with a Turkish waste management firm will introduce modern operational practices while adapting to Islamabad’s local context. The plan also prioritizes worker safety and dignity through standardized uniforms and PPE including high-visibility clothing, gloves, safety shoes, and masks.
